Turn on SMTP Authentication in Outlook Express

Open Outlook Express.
  1. Click the Tools menu.
  2. Click Accounts.
  3. Click the Email tab.
  4. Click and highlight the email account you wish to modify (usually 'mail.netonecom.net').
  5. Click Properties (to the right).
  6. Click the Servers tab.
  7. Click the checkbox labeled 'My server requires authentication'.
  8. Click apply.
  9. Select the Advanced tab.
  10. change the outgoing port to be '587'.
  11. Click OK.
  12. Click Close.
  13. Restart Outlook Express.
